Yes, it works just in HTML docs. It usually ends with </p> like here - a piece of web page source:

<p align="left"><font color="#F95100">The highest placed driver under 30 years old, born on or after 1st January 1969, will drive a 206 WRC on <u><strong><em>TWO</em></strong></u> world rally championship events in the year 2000.</font></p>

It's "empty" paragraph:

<p></p>
